The regular meeting of the Board of Education
was held on Thursday, December 17, 2009, beginning at 7:00 p.m.

Board Members in attendance: Julie Pearson, Brenda Vishanoff, Karla Bruce, Dave Barclay, Sue Stibal, Deborah Ramsey, Chris Scheck

Additions/Changes to Agenda

There were no additions or changes to the December 17, 2009 board agenda.

Public Hearing and Adoption of 2009 Tax Levy

The Board of Education held a public hearing on the 2009 tax levy. Several West Chicago residents (Mr. Frank Lawrence, Mr. Bob Hype, and Mr. Mark Beutke) addressed the Board of Education with comments and questions regarding the tax levy and property taxes. The public hearing was concluded. Following the public hearing the Board adopted the 2009 tax levy in the amount of $36,350,228.50.


Kristina Davis-Salazar, Director of Second Language Learning, presented an update on the second language learning program and the comprehensive evaluation that is being conducted.

Public Comment

There were no comments from anyone in the audience during the public comment portion of the December 17, 2009 board meeting.

E.T.A.W.C. Statement

Kathy McKee, E.T.A.W.C representative, read the following statement: “As 2009 draws to a close we can count some successes. The Insurance Committee, with the collaboration of Board of Education members, Administration, ETAWC, and other employee groups, launched the new Health Savings Accounts. Many employees took the opportunity to attend after-school meetings to learn more about options in their benefit packages. The Social Emotional Learning initiative has been started in every building, and in some cases, it has been a LOT of fun! Each school has held conferences and met with parents in the interest of working together to help students learn. Teachers are dedicated to delivering instruction that will help students be successful today in their classrooms and far into the future. ETAWC would like to thank you for your support in 2009, and we look forward to working together to face many challenges in 2010 and beyond! We wish you a wonderful Holiday Season! Consent Agenda

  • The Board of Education conducted the following business on a consent agenda as follows:
    • approved the Regular Board Meeting minutes of November 12, 2009; and the Committee of the Whole Board Meeting minutes of December 3, 2009;
    • approved list of bills dated November 5, to December 8, 2009 in the amount of $2,345,060.13;
    • approved payrolls of November 13, 2009 in the amount of $1,207,419.60; November 30, 2009 in the amount of $1,203,241.80; and December 15, 2009 in the amount of $1,212,191.95;
    • approved the imprest list dated November 4, to December 8, 2009 in the amount of $1,000.00;
    • employed Adriana Sanchez as a 2nd grade bilingual teacher at Pioneer School for the remainder of the 2009-2010 school year;
    • approved the classified staff changes from November 4, to December 10, 2009; and
    • approved the disposition of audio tapes of the Board of Education closed session meetings of May 1, 2008 (regular board meeting), and May 15, 2008 (regular board meeting), that are at least 18 months old, which meets the State criteria and for which approved minutes are retained in the official records of the Board’s business.

Financial Reports

The Board of Education reviewed the Treasurer's Report, Statement of Position, and Budget Report as of November 30, 2009. Dr. Kathy Wolfe, Assistant Superintendent for Business and Operations, gave an update on the status of dollars received from the State and grant monies.

There were no additional action items presented at this board meeting.

New /Ongoing Business with Possible Action

  • Second Reading of Job Description(s) / Board Policy(ies) The Board of Education conducted a second reading and adopted the following revised policies: #2:20 – “Powers and Duties of the Board of Education; #2:40 – “Board Member Qualifications”; 2:110 – “Qualifications, Term, and Duties of Board Officers”; #3:40 – “General School Administration – Superintendent”; #4:30 – “Operational Services – Revenue and Investments”; #4:40 – “Operational Services – Incurring Debt”; #4:100 – “Operational Services – Insurance Management”; #5:30 – “General Personnel – Hiring Process and Criteria”; #6:15 – “Instruction – School Accountability”; #6:60 – “Instruction – Curriculum Content”; #6:340 – “Instruction – Student Testing and Assessment Program”; and the following revised job description: #500.03.030 – “Health Aide”.

Information Items

  • The Board of Education received/reviewed/discussed the following informational items:
    • most current posting of available job positions in School District 33;
    • report of employees on a short-term maternity leave;
    • student attendance report of November 2009, not including special education out-ofdistrict attendance figures, noting the District’s percent of attendance to be at 94.65%;
    • student suspension report of November 2009, indicating 9 out-of-school and 8 in-school suspensions, and 2 bus suspensions;
    • November 2009 truancy referral report, indicating 11 students nearing 10% unexcused absences and/or tardies, and 2 students reported to Project Visa;
    • freedom of information report, noting that there was 1 request since the last board meeting; and December 17, 2009 Board Briefs Page 3
    • special education student report indicating 1 additional student placed out-of-district since the last board meeting.

Report of District Committee Meetings

The Board of Education received a report on the Citizen’s Advisory Council meeting of December 15, 2009, the SASED Board of Control meeting of December 9, 2009, the PTO Council meeting of December 17, 2009, and a Legislative Committee report.

Review of Upcoming Meetings/Events

The Board of Education members reviewed upcoming meetings and events.

Closed Session

The Board of Education did not convene to closed session.

Next Meetings

The next Committee of the Whole Board Meeting is scheduled for Thursday, January 7, 2010, and the Regular Board Meeting is scheduled for Thursday, January 21, 2010; both beginning at 7:00 p.m.
